His proposal focuses on three areas completely ignored by the Democrats in their more than 4,000 pages of proposed legislation - tort reform, elimination of the prohibition on interstate competition for health insurance, and taxation of employer provided health insurance. The money generated would be more than sufficient to insure the uninsured and the plan would significantly reduce the overall cost of medical care.
